Read the three numbers
A double wire panel has two horizontal wires around a single vertical wire. In the usual notation, 656 means nominal 6 mm horizontal wires and a 5 mm vertical wire; 868 means nominal 8 mm horizontal wires and a 6 mm vertical wire. Confirm this interpretation on the supplier's drawing.

Ask whether a stated diameter refers to the steel wire or the finished coated wire. Also establish whether mesh dimensions are clear openings or wire centre spacing. Without those definitions, two quotations can appear equivalent while describing different panels.
Thicker wire changes more than the product line
With comparable steel, geometry and construction, larger wire sections affect weight and stiffness. That does not give a ready-made load rating for an assembled fence. Post spacing, support conditions, connections, panel height and workmanship also matter.
Check the clamp's contact surfaces and bolt engagement when changing panel type. A connection drawn for one wire arrangement may need a different insert, bracket or fastener length for another. Ask for a section through the assembled connection rather than assuming that a similarly named clamp fits.

Compare like-for-like quotations
Send both enquiries with the same panel height, width, mesh arrangement, finish and quantity. Identify line posts, end posts, corners and gate posts separately. State whether the price includes clamps, bolts, caps and any base plates.
Then compare the delivered package. A lower panel price can exclude hardware or use a different coating scope. A heavier panel can alter pack weight and handling arrangements. Neither label tells you the final freight cost or which unloading equipment will be available at the destination.
Keep the application in the decision
For an ordinary boundary, the project designer may already have selected a panel system. Follow that specification rather than substituting by wire diameter alone. For a sports enclosure, examine the relevant impact and containment requirements, including any rebound zone. An 868 label on its own is not evidence of a sports performance test.
If a performance requirement is contractual, identify the applicable method, acceptance criterion and system configuration. A report for a different panel, support arrangement or connection does not automatically cover the proposed fence.
Check a sample against the drawing
Record the panel reference, nominal wire dimensions, measurement locations, mesh definition and finish. Inspect welds and edges against the agreed acceptance criteria. Trial-fit the connection using the actual post section and hardware.
Keep approved samples and drawing revisions traceable to the order. For replenishment, repeat the interface check even when the replacement is also sold as 656 or 868. Use the specification review worksheet to record the dimensions that make the package compatible.
